CHPOA Committees
Architectural Committee
Mission Statement: The mission of the Cornwallis Hills Property Owners Association Architectural Committee is to preserve and enhance the distinctive character and property values of our community by reviewing proposed architectural changes with fairness, consistency, and transparency. Guided by principles of community harmony and aesthetic integrity, we work in partnership with property owners and the property owner’s association board to ensure that all modifications align with the established standards and vision of Cornwallis Hills.

As mandated by the Cornwallis Hills Covenants, the Architectural Committee reviews applications for all external structures and improvements constructed in the neighborhood. The committee performs both pre- and post-construction reviews and helps develop architectural guidelines to maintain and improve the property value of our association members. The Architectural Committee chair is Jeff Wright. Other committee members include: Carrie Mintz, David Scanga, Lane Webster and *Al Soulier.
Communications Committee
Mission Statement: To provide the Board with recommendations that ensure the membership receives accurate, helpful and timely information; create accessible ways for members to interact with the Board and provide feedback; and promote transparency in the Association’s decision-making process on key membership issues.

The members of the Communications Committee work at fostering open and efficient communication between residents, the CHPOA Board, and its committees. The Communications Committee helps oversee and provide guidance to the Board regarding the Cornwallis Hills website, community directory and listserv. Communications Committee members include George Higgins (chair), Catherine Perez, Jack Parker, and *Al Soulier.
Documents Review Committee
Mission Statement: To provide the Board analysis of existing governing documents, as well as assist with the development of future documents relating to the governance of the community.

Finance Committee
Mission Statement: To provide the Board with recommendations and analysis regarding financial oversight, budgeting, and financial management that supports sound financial decision-making ensuring the long-term financial health and stability of the Association.

The Finance and Maintenance/Improvements Committee meets monthly. This committee is responsible for helping to develop the budget for the Association, arranging for an annual review of Association financial records, reviewing and approving certain expenses, and recommending financial policies and procedures to the CHPOA Board. Members include: George Higgins (chair), Bill Evans, Dave Scanga, and *Al Soulier.
Maintenance Committee
Mission Statement: To provide the Board with recommendations on the upkeep and enhancement of common areas and amenities to ensure their long-term beauty, functionality and value.

The committee oversees maintenance and repair needs of structures and equipment belonging to the Association along with researching and managing improvement projects in the community. Some areas of focus of this committee include the picnic shelter, playground equipment, the entranceway, and signage. The Maintenance Committee also hears concerns related to safety issues that might affect visitors to our park and common areas and oversees the maintenance and inspections of the two stormwater retention ponds location on Association property. Members include: Bill Evans (chair), George Higgins, Dave Scanga, and *Al Soulier.
Nominations Committee
Mission Statement: To identify, encourage, and solicit qualified candidates from the Association for election to the Board of Directors, in accordance with the Association’s governing documents. The Committee seeks to promote informed participation, leadership continuity, and fair access to the nomination process by soliciting nominations from the membership in advance of each annual election. In addition, the Committee supports the long-term strength of the Association by encouraging homeowner involvement in committees and other volunteer opportunities.

The Nominations Committee is charged with continually seeking out individuals who have a commitment to community service and to Cornwallis Hills in particular. Such individuals may wish to serve on the Cornwallis Hills Board of Directors or on one of the various committee’s described above. This committee is chaired by Jeff Wright with members Lane Webster, Tara Pressley and *Al Soulier. Community Activities Committee
Mission Statement: The mission of the Cornwallis Hills Property Owners Association Community Activities Committee is to build a strong community among our residents and property owners with the goal of improving safety and neighborliness by holding community activities for the enjoyment of all with inclusiveness and transparency. Guided by principles of community engagement, we work in partnership with property owners and the property owners association board to ensure that the events that we hold align with the established standards and vision of Cornwallis Hills.

The Community Activities Committee is charged with coordinating and running some of our community-wide activities such as the annual community picnic and other other group community activities, both small and large. The committee meets on an “as needed” basis, but generally no more than 3 or 4 times during the year. Members are charged with arranging for these community events. This is probably one of the most appreciated committees in Cornwallis Hills as everyone loves a party, and it’s the Community Activities Committee that makes these events happen! Members include: Tara Pressley (Chair), George Higgins, Patsy Holmes, Jack Parker, and *Al Soulier. Please contact Tara Pressley or any committee member if interested in serving on this committee.
Neighborhood Watch
An active Neighborhood Watch program is vital to a crime-free and secure neighborhood. The Neighborhood Watch Steering Committee meets quarterly to review crime data (collected by Hillsborough Police) and focus on ways to make Cornwallis Hills a safer community. Neighborhood Watch utilizes various communications methods including email and Next Door (social media) to communicate with residents, police, and the town. Our Neighborhood Watch Chair is Gayane Chambless. She can be reached at neighborhoodwatch4ch@gmail.com
* The Property Manager is an ex-officio member (member by position) on all CHPOA committees.
Covenant and CHPOA Rule Violations
Cornwallis Hills property owners may report suspected violations of the CHPOA Covenants or other Association rules directly to the Property Manager by filing a Complaint Form. Complaints will be investigated by the Property Manager and if verified, will be addressed by the Property Manager and CHPOA Board. Action taken will involve notification to the owner of the violation and possible fines.
